"Bridge Inspection Rating"

Hi there. I need your opinion on this guidelines that shapes up my checklist. I think this checklist of mine on bridge is based on Canada and japan guideline. Well they have this criteria which I must state the % area of damage and then I will get my rating from a graph included. My concern is how do I determine the total percentage area as I found that the % can be diluted to a very low figure and it affects the rating from very severe to normal state. Need help.

Dear Friend,
In order to attain a realistic load rating you will have to assess the damage realistically based on actual inspection. The area to be considered has to be at critical location, known from your knowledge of bridge design. You may also refer Australian Code AS:5100 on the Subject.
